File is corrupted

One of my customers is trying to run encoded files that I encoded with the 6.5 encoder.

Their phpinfo:
This program makes use of the Zend Scripting Language Engine:
Zend Engine v1.3.0, Copyright (c) 1998-2004 Zend Technologies with the ionCube PHP Loader v2.4, Copyright (c) 2002-2003, by ionCube Ltd., and with Zend Extension Manager v1.0.8, Copyright (c) 2003-2005, by Zend Technologies with Zend Optimizer v2.5.10, Copyright (c) 1998-2005, by Zend Technologies


Why does he get the error that the file is corrupted? I read various places that this occurs if you use expirary or licensing, but I just have the basic encoder.. no extras. What gives!?

Loader 3.1 must be installed to handle new features from the latest Encoder.

I do not use any of the "new features" (licensing, expirary, etc...)

So what has changed?
