On a service platform, where users are permitted to upload their own files, it's just generally bad to have any type of shell function open. These are the most commonly exploited mechanism.

Just ensure that:

short_open_tag = On

in php.ini. They are on by default with PHP distributions, there's no real reason to turn them off..

It is possible to decode encoded files, however, with obfuscation, the mess that results is impossible to maintain and is hardly legible.
